About Halsey
Halsey is one of the smallest incorporated communities in Linn County, located on the flat Willamette Valley floor just east of Interstate 5 in the southern part of the county. The terrain is almost entirely level agricultural land, with soils that are typical of the central valley bottomland, primarily Woodburn silt loam and Dayton silt loam. These soils are productive for farming but can be poorly drained, with a high seasonal water table that affects construction planning. Our crews are experienced with these conditions and design foundations, drainage systems, and septic installations that account for the wet valley-floor environment. Proper site grading is especially important on Halsey-area properties to direct surface water away from the home and foundation.
Halsey has a minimal city government, and most development in the area is handled through Linn County Planning and Building. The surrounding land is predominantly zoned for Exclusive Farm Use (EFU), with scattered rural residential parcels where manufactured homes are a permitted use. We handle all Linn County permitting requirements for Halsey-area projects, including placement permits, septic system evaluations and installation permits through the county sanitarian, and any required building permits. Understanding EFU zoning rules for dwelling placement is important in this area, and we advise property owners on eligibility before investing in permits.
Halsey sits along Highway 99E with I-5 accessible just to the west via the Halsey-Sweet Home exit. The community is served by the Central Linn School District, which also covers Brownsville and Shedd. The Calapooia River flows south of town, and the agricultural land between Halsey and Brownsville is dotted with farm parcels and rural homes. Local roads including Powerline Road, Gap Road, and the Halsey-Sweet Home Highway provide access to properties throughout the area. The Diamond Hill area northeast of Halsey offers some of the more elevated terrain in the immediate vicinity.
From our Jefferson headquarters, Halsey is approximately 25 minutes south via I-5 or Highway 99E. The drive is straightforward and we service the Halsey area as part of our broader southern Linn County coverage that includes Harrisburg, Brownsville, and the rural communities along Highway 99E. Our crews coordinate Halsey projects with nearby job sites to maximize efficiency.
In a small community like Halsey, manufactured homes are the predominant form of new housing construction. The affordable land prices, rural atmosphere, and agricultural setting attract homeowners who want space and simplicity without the cost of traditional construction. 3-A Construction, LLC provides Halsey property owners with the same professional, fully permitted installation process that we deliver across the entire Willamette Valley, ensuring that every home is set on a proper foundation with code-compliant utilities, septic, and site work.
